About Project
In 2022, Pakistan experienced devastating monsoon floods that affected over thirty-three million people, causing widespread damage to infrastructure, homes, and livelihoods across the country. To address the urgent humanitarian needs, the Dutch Relief Alliance (DRA) funded a joint response, providing 3 million euros to support 92,646 affected individuals in Punjab, Sindh, Balochistan, and Khyber Pakhtunkhwa provinces. The response focused on critical areas such as Water, Sanitation, and Hygiene (WASH), Food Security and Livelihoods (FSL), Health, Multipurpose Cash (MPC), and Shelter/Non-Food Items (NFIs).
A final evaluation of the DRA’s joint response, assessing its overall performance, relevance, effectiveness, efficiency, and sustainability. The evaluation focused on the outcomes and impacts of the interventions, identifying both intended and unintended consequences. It also evaluated the project’s alignment with the DRA pillars of collaboration, localization, innovation, and accountability.
Key stakeholders, including community members, international organizations such as IRC, Save the Children, Oxfam, CARE International, and their local partners, were engaged in the evaluation process. The final report provided actionable insights and practical recommendations for enhancing future disaster response initiatives, ensuring that lessons learned are incorporated into subsequent efforts to build resilience in vulnerable communities.

Services Provided:

Momentum successfully carried out the Final Evaluation for the “Pakistan Flood Response 2022 DRA in Punjab, Sindh, Balochistan, and Khyber Pakhtunkhwa provinces,” in collaboration with Care International. The evaluation was designed to assess the performance and impact of the Dutch Relief Alliance (DRA) joint response project, which provided critical humanitarian assistance to over 33 million flood-affected individuals. The evaluation covered community engagement activities in eleven districts across the four provinces, focusing on interventions in water sanitation, food security, livelihoods, health, and shelter/non-food items between September 2022 and March 2023.

Key Activities:

  1. Development of Methodology for Impact Evaluation:
    • Momentum designed a comprehensive evaluation methodology employing a mixed-method approach. This approach integrated both qualitative and quantitative data to capture the full scope of the project’s impact.
  2. Development of Evaluation Matrix:
    • An evaluation matrix was developed to align the project’s objectives with the DRA pillars, focusing on collaboration, localization, innovation, and accountability. This matrix served as a guide for assessing the relevance, effectiveness, efficiency, and sustainability of the project.
  3. Quality Controls for Survey Work:
    • Development of Survey Instruments:
      • Tailored survey instruments were crafted to ensure accurate data collection from diverse stakeholders, including community members and project partners.
    • Close Supervision and Quality Data Collection:
      • Momentum implemented rigorous supervision protocols to ensure high-quality data collection during fieldwork, enhancing the reliability of the evaluation findings.
    • Data Analysis:
      • Comprehensive data analysis was conducted to assess the intended and unintended outcomes of the project, providing insights into the project’s contribution to flood response efforts.
    • Reporting:
      • The evaluation findings were documented in a detailed report, offering actionable recommendations to improve the effectiveness of future humanitarian response initiatives.

Momentum’s evaluation provided a critical assessment of the DRA’s joint response, ensuring that key lessons and best practices were identified and incorporated into future disaster response strategies. The assignment was successfully completed, contributing valuable insights for enhancing resilience and disaster preparedness in flood-prone regions of Pakistan.
