National and Provincial Strategy for WASH in Schools
About Project
The WASH in Schools (WinS) program is focused on ensuring that schools provide safe drinking water, sanitation, and hygiene facilities to create a healthy learning environment for children. Despite efforts across Pakistan, a significant number of schools lack basic WASH services, and existing facilities often suffer from poor maintenance. Provincial initiatives have been fragmented due to the absence of a unified strategic framework, leading to inconsistent standards and practices. To address these challenges, a federal consultative process in 2015 led to the development of draft provincial WinS strategies aimed at overcoming existing bottlenecks and creating actionable plans. The current national and Provincial strategy development seeks to finalize these strategies and obtain their approval to enable more coordinated and sustainable WASH interventions in schools across the country.
Momentum prepared guidelines on WASH in School-The Three Start Approach. These guidelines were based on the national and provincial WASH in School Strategic Plans 2017-2022. The guidelines were also translated into Urdu and Sindh languages.
Momentum has developed WASH in School (WinS) strategies for Pakistan country and all the provinces and federating units of Pakistan. These strategies have been successfully rolled out after endorsement from all the concerned departments at federal and provincial level. Developed strategies are as under:

National Wins strategy has been adapted by Ministry of Federal Education and Professional Trainings. The Wins strategy addresses all the key areas of strategic importance within the domain of WASH in School as per UNICEF’s three-star approach and applicable child health standards. All the provinces have also adapted Wins strategies through procedural endorsements
