About Project 
The RECOVER program, implemented by Mercy Corps Pakistan, aimed to address the impact of COVID-19 on Afghan refugees and host communities in Quetta, Balochistan. By improving access to WASH facilities, raising awareness about COVID-19, and providing emergency cash support, the program helped to mitigate the challenges faced by vulnerable populations during the pandemic. The RECOVER program successfully reached approximately 159,000 beneficiaries, contributing to their resilience and well-being in a time of crisis.

Services Provided:

Momentum conducted a comprehensive evaluation of Mercy Corps’ Promote Education and Protection (PEP) project in Balochistan, Pakistan. Our evaluation covered a wide range of activities, including formal education, non-formal education, sports for change methodology, and protection-related interventions implemented in collaboration with ASTA and the Government of Balochistan.

Key Steps:

  1. Evaluation Design: We developed a tailored evaluation framework aligned with Mercy Corps’ specific needs and global evaluation standards. The evaluation employed a mixed-methods approach, combining desk review, face-to-face interviews, key informant interviews, focus group discussions, field observations, and analysis of existing project data.
  2. Data Collection and Analysis: We utilized both quantitative and qualitative data collected by Mercy Corps, including information on literacy, numeracy, student performance, protection knowledge, and dropout rates. We conducted additional data collection through field observations, interviews, and focus group discussions to gather in-depth insights.
  3. Report Preparation: We prepared a comprehensive evaluation report that addressed the core questions of the evaluation, providing insights into the project’s effectiveness in achieving its objectives. The report covered the executive summary, purpose, scope, methodology, findings, analysis, key lessons learned, recommendations, and supporting documentation.

Deliverables:

  • Evaluation Plan: A detailed evaluation plan outlining the methodology, data collection tools, and analysis approach.
  • Inception Report: A preliminary report summarizing the initial findings and analysis.
  • Data Set: Complete data set, including questionnaires, transcripts, and other relevant documents.
  • Draft and Final Evaluation Reports: Comprehensive reports covering the executive summary, purpose, scope, methodology, findings, analysis, key lessons learned, recommendations, and annexures.Impact and Significance:
    Our evaluation provided Mercy Corps with valuable insights into the PEP project’s effectiveness in promoting education and protection for Afghan refugees. The findings informed decision-making, identified areas for improvement, and contributed to the project’s ongoing efforts to support vulnerable populations.
