About Project
Pakistan, being the sixth most populous country globally, boasts one of the largest youth demographics in its history, with approximately 65% of its population aged between 15 and 29. In response to this significant youth cohort, the Government of Punjab established the Youth Affairs, Sports, Archaeology & Tourism (YASAT) Department on October 14, 2011, and launched a dedicated youth policy on June 6, 2012. This policy recognizes the critical need for targeted support and services for the youth.
Background:
On June 25, 2012, the YASAT Department entered into a Memorandum of Understanding (MOU) with Plan International Pakistan to establish the Punjab Youth Helpline (PYHL). Officially launched on December 3, 2012, PYHL aims to fill a critical gap in youth support services by offering telephonic counseling on a range of issues including career guidance, academic advice, physiological and reproductive health, and psychological concerns. Prior to PYHL, such comprehensive counseling services were not available at school, college, or university levels. Since its inception, PYHL has provided valuable support to over seventy thousand young individuals across Punjab and beyond, demonstrating its impact and importance in addressing the needs of Pakistan’s youth.

Services Provided:

Momentum was engaged to conduct a comprehensive third-party validation study for the Youth Helpline, an initiative by the Youth Affairs & Archaeology Department of the Government of the Punjab. This validation aimed to assess the effectiveness and impact of the Youth Helpline, ensuring its alignment with departmental objectives and standards. The results of this study were critical in supporting the Youth Affairs & Archaeology Department’s efforts to secure formal approval for the Youth Helpline’s regularization from the Planning & Development Department of the Government of the Punjab.

  1. Third-Party Validation Study:
    • Conducted an in-depth evaluation of the Youth Helpline’s operations, effectiveness, and alignment with departmental goals.
    • Collected and analyzed data to assess the service’s impact on its target audience.
  2. Preparation & Presentation of Planning Commission Proforma 1:
    • Compiled findings from the validation study into a detailed Planning Commission Proforma 1 document.
    • Presented the Proforma 1 to the client for review and further processing with the Planning & Development Department.

Due to the successful validation study conducted by Momentum, the Youth Affairs & Archaeology Department was able to move a Planning Commission Proforma (PCI) to the Planning & Development Department. This pivotal step facilitated the regularization and operationalization of the Youth Helpline, ensuring its continued support and effectiveness in addressing the needs of the youth in Punjab.
