About Project
Plan International is a major global child-centered community development organization that operates across 50 developing countries, benefiting over 11 million children and their communities. In Pakistan, Plan International focuses on diverse program areas including governance, health, education, and disaster risk management, with a strong emphasis on gender equity. Their Country Strategic Plan (CSP-III) for 2011-2015 aimed to strengthen rights-based programming by enhancing service delivery, building partnerships, conducting research, and advocating for policy changes. As CSP-III nears its end, Plan International Pakistan is preparing to develop CSP-IV and has initiated a review to document learnings and inform future strategies.
The review process involves a comprehensive assessment of CSP-III, including a participatory evaluation of its relevance, effectiveness, and efficiency. This includes analyzing various reports and data sources, and gathering feedback from stakeholders such as staff, partners, and communities. The goal is to identify key learnings and gaps, which will provide valuable insights for the development of CSP-IV (2015-2020), ensuring that future strategies are well-informed and effectively address the needs and rights of children in Pakistan.

Services Provided:

Momentum conducted a comprehensive organizational review for Plan International Pakistan, focusing on the strategic plans and targets for national expansion. This review led to the preparation of a detailed five-year workplan aimed at aligning Plan International Pakistan’s operations with its strategic objectives.

Steps:

  1. Review of Country Strategic Programme (CSP) 2010-2015
    • Conducted an in-depth evaluation of the CSP, encompassing all program areas including Education, Health, Disaster Risk Reduction, Livelihood, and Governance.
    • Developed and executed an evaluation framework for CSP III, adhering to the Programme Accountability & Learning System (PALS) guidelines of Plan International.
  2. Organizational Function Scan
    • Assessed Plan’s organizational functions to determine the alignment between programming priorities and organizational operations.
    • Ensured the inclusion of relevant stakeholders such as Plan’s Country Leadership Team, Programme Unit Team, Plan Partners, CSOs, and Government Officials in the review process.
  3. Evaluation Methodology
    • Applied a blend of qualitative and quantitative methods to conduct an objective evaluation of CSP III.
    • Mapped actual performance against CSP III goals and objectives across all program areas.
  4. Identification of Gaps
    • Identified and defined gaps between actual performance and CSP III targets.
    • Developed key learning insights from the evaluation to inform future strategic planning.
  5. Presentation and Input for CSP IV Preparation
    • Conducted a structured presentation of findings to Plan’s Country Leadership and Programme Team(s).
    • Provided actionable input for the preparation of CSP IV (2015-2020), ensuring continuity and enhancement of strategic planning efforts.Conclusion
      The review and evaluation services provided by Momentum enabled Plan International Pakistan to gain valuable insights into their strategic program performance, align organizational functions with strategic priorities, and prepare a robust foundation for the development of CSP IV.
